Revenue Purpose Statement

On March 2, 2021, the voters of East Mills Community School District will have an opportunity to vote on a new Revenue Purpose Statement to direct the District’s spending of the School Infrastructures Sales, Services, and Use Tax revenues or the “Statewide Penny.” This vote does not impact your sales taxes or increase property taxes.

The State of Iowa collects the Statewide Penny and distributes it to all school districts in the State EQUALLY BASED UPON A PER STUDENT BASIS. In 2019, the Legislature extended the collection of the Statewide Penny from December 31, 2029 to January 1, 2051. As part of that extension, the Legislature requires all school districts receiving the Statewide Penny revenues to state how they will use the Statewide Penny revenues through January 1, 2051 and ask the voters to approve those uses. The Legislature limits the purposes for which Statewide Penny revenues may be used. The authorized purposes are construction, reconstruction, demolition, repair, purchase of equipment, technology, buses, school safety equipment, and other infrastructure purposes and property tax relief. The statement of how the Statewide Penny will be used is called a Revenue Purpose Statement. The voters are being asked to approve the District’s Revenue Purpose Statement at the election held on March 2, 2021.

NOTICE OF SPECIAL ELECTION FOR EAST MILLS SCHOOL DISTRICT

ON MARCH 2, 2021

 

Notice is hereby given to qualified electors of East Mills School District that there will be a Special Election for a Revenue Purpose Statement.

Polls will be open at 7:00 A.M. and will close at 8:00 P.M. Polling locations are as follows:

EAST MILLS/MALVERN School District will vote at The Lakin Building, 61321 315th St., Malvern, IA

EAST MILLS NISHNA VALLEY School District will vote at Indian Creek Museum, 59256 380th St., Hastings, IA

 

Precinct Atlas Equipment will be used and the ballots will be hand counted.

If a majority of eligible electors voting on the question fail to approve this Revenue Purpose Statement, then upon expiration of the current Revenue Purpose Statement, revenues received by the School District from the Secure an Advanced Vision for Education fund shall by expended in the following order: The payment of bonds for which SAVE Revenue has been pledged; Reduction of bond levies under Iowa Code Sections: 298.18 and 298.18A and all other debt levies; Reduction of the regular and voter-approved physical plant and equipment levy under Iowa Code Section 298.2; Reduction of the public educational and recreational levy under Iowa Code Section 300.2; For any authorized infrastructure purpose of the school district as defined in Iowa Code Section 423F.3(6); and For the payment of principal and interest on bonds issued under Iowa Code Sections 423E.5 and 423F.4.”
